The Department's Operations & Maintenance Division implements its maintenance
program under a zone based
approach which optimizes staff and resources across city regions (or zones).
Stormwater personnel are transitioning from supervised, task-oriented crews to
self-directed teams of multi-skilled workers capable of being re-deployed
between zones. The zone based maintenance program is a major component of the
department’s optimization efforts to provide the most efficient and cost
effective services to our citizens.
A Stormwater Utility Fund was established
in FY04 as a means of improving
Stormwater service to all areas of the city. This newly-created revenue serves as a
dedicated funding source from which the department can address planning,
maintenance and operational needs. The
department has developed a 5-Year
Capital Improvement Program that address stormwater quality and quantity
issues. System capacity improvement and
water quality
projects are investigated by the Planning department
By working together all divisions of the Stormwater Department have been able
to collectively prioritize improvement projects. A 5-Year Plan of
Capital Improvement Projects has been developed to focus the efforts over
time and to work with funding as it becomes available.
Engineering staff within the Stormwater Department review construction plans
to ensure that development does not negatively affect the performance of the
City's existing infrastructure. The Design Engineering group also performs
rainfall and runoff computer modeling to assist the other divisions with
developing and prioritizing improvement projects. Extensive assistance is
also provided to third-party design firms to ensure that City design standards
are followed. Project surveying is also coordinated through the design
engineering staff.
